You can download a python interpreter on the official python site
As for an IDE(hat's what programs like Visual Studio are called), those aren't really used by most python users.
Most of us write code in a text editor(I use Sublime Text
), and run programs from the terminal(cmd.exe
If you wish, you could also configure many ext editors to run your code for you.
If you really want to use an IDE, I heard many people like PyCharm
