Python PyQT Desktop Application Framework

I am looking to build a python desktop framework on top of PyQT. It has to be modular with a set of core modules pre installed to allow setup and configuration. From there on it should be completly modular and allow modules to be dropped into a module folder with out having to touch the core code.

The aim is to have a standard boilerplate application out of the box with user/group security built in that I can extend each time I want to create a new application.

Does anyone know if there something like this that already exists which I can use

If not would anyone be interested in working on such a project?

KDE is based on Qt and has Python bindings
