As the resource thread includes Eclipse for Python in an IDE section, I would suggest PTVS (Python Tools for Visual Studio).

I've recently started playing with PTVS and it's pretty slick. It's an MS created plugin for VS that gives you a Python project in project types. It gives you line by line debugging for python scripts, etc....
I really like it.
